NPC Deputy Strives to Introduce Clean Energy Development to Guizhou

Zhou Jingyu, a deputy to the National People's Congress (NPC) from Southwest China’s Guizhou Province, was happy to learn that his suggestion put forward at last year’s NPC session had been incorporated into the work report of the Guizhou provincial government.

As an NPC deputy in the energy and power sector, Zhou, who works for China Southern Power Grid’s Guizhou subsidiary, submitted his suggestion at the second session of the 14th NPC, calling for transmission of clean energy from Northwest China’s Qinghai Province and Xinjiang Uygur Autonomous Region to Guizhou.

Zhou said that achieving the goals for carbon neutrality and carbon peak means promoting green development. The abundant clean energy resources in Qinghai and Xinjiang, coupled with limited local consumption capacity, make promoting the transmission of clean energy from the two regions to Guizhou relevant in advancing clean energy development in the northwest regions, he said.

In 2024, Zhou conducted on-site research about his suggestion to ensure that every aspect of related work could be carried out effectively.

The research process was accompanied by numerous difficulties and challenges. “Due to the complex terrain of Guizhou, the research work required traversing mountains and rivers and delving into remote mountainous areas,” Zhou said. “Moreover, promoting the transmission of clean energy from the northwestern region into Guizhou involves multiple departments, making coordination challenging and implementation not easy.”

He said that his suggestion led to interaction with the National Development and Reform Commission and the National Energy Administration, with the possibility of it being included in the country’s 15th Five-Year Plan for Social and Economic Development.

His suggestion also received attention from Guizhou provincial authorities, Zhou said. In 2024, Guizhou promoted the building of a regional power hub, which created favorable conditions for the early implementation of Zhou’s suggestion regarding transmitting clean energy into Guizhou.

The Guizhou Energy Administration has conducted special studies on accelerating the introduction of clean energy from the northwestern region into Guizhou to ensure the long-term stable and secure power supply for the province.

“My suggestion received attention from government authorities at various levels, which is very encouraging to me,” Zhou said.

Bearing in mind the duty of an NPC deputy, he did not confine himself to his own area of work and concurrently put forward suggestions such as increasing support for underdeveloped western regions, “especially the Dalong Economic Development Zone in Guizhou,” all of which have been noted by relevant government authorities.

At this year’s NPC session, Zhou said he will propose the introduction of clean energy from the northwestern region into Guizhou. He said he hopes that his suggestion will become a reality.
