Chief Engineer Advances Heilongjiang’s Low-Altitude Economy Development as NPC Deputy

Xie Yancui, a deputy to the National People’s Congress (NPC) and chief engineer at the Technical Quality Center of Aluminum Corporation of China’s Northeast Light Alloy Co., Ltd., is driving research to advance low-altitude economy development in Heilongjiang.

“In the past few days, I have been visiting enterprises to identify institutional barriers that may be constraining the growth of Heilongjiang’s low-altitude economy,” said Xie.

With nearly 30 years of experience in high-end aluminum alloys for this sector, Xie understands its challenges. “High technical barriers, intensive R&D investment, and long product cycles make high-quality development difficult,” she noted.

Over the past year, Xie has focused on the development of Heilongjiang’s low-altitude economy, frequently engaging with enterprises and research institutions to assess industry pain points. She believes an NPC deputy must look beyond individual enterprises to address systemic challenges and advocate for policy innovation.

Through her research, Xie has observed that the rapid expansion of the low-altitude economy has led to a surge in demand for drone and low-altitude aircraft manufacturing. However, this growth has also exposed a range of regulatory and technical challenges. “There is no standardized framework guiding inspections, and many existing regulations are outdated and no longer applicable,” she said.

“The low-altitude economy comprises a highly specialized and extensive industrial chain. Among the more than 30 enterprises I visited — spanning equipment manufacturing, technical services and operations — each faces unique hurdles but offers valuable insights. I will consolidate these perspectives to support policy-making,” Xie said.

A key priority is strengthening technological innovation. “The sustainable development of this sector hinges on optimizing innovation resources and strengthening talent pipelines to enhance regional competitiveness,” she emphasized. Representing Heilongjiang, she has focused her proposals on advancing the province’s low-altitude economy.

She has submitted a proposal advocating preferential corporate income tax policies for key enterprises in Harbin New Area.

“Building a low-altitude economy demonstration zone in Heilongjiang will provide a solid foundation for industry growth and a replicable model for other regions,” Xie stated.
