​CPPCC Member Calls for More Innovation and Growth in Domestic Operating Systems

Operating systems are a cornerstone of national information security. After decades of continuous effort, China’s domestic operating systems have made significant strides in technology, user experience and application ecosystems. However, challenges remain in industry scale and product maturity.

Chen Zhihua, a member of the Chinese People’s Political Consultative Conference (CPPCC) National Committee shares his views on how to drive high-quality development in the domestic operating system industry.

Chen stresses the importance of eliminating the “island effect” in innovation. He suggests that software and hardware companies work together to develop key products based on domestic operating systems, fostering a more integrated and mature ecosystem.

Kylin Software has been leading the charge in ecosystem development to enhance industry efficiency and quality. The platform has already completed over six million hardware adaptations. In 2022, it spearheaded the establishment of the open-source community openKylin, strengthening software-hardware compatibility through deeper collaboration with industry partners. This initiative promotes software-hardware compatibility and helps grow the Linux-based open-source technology ecosystem.

Talent development is also crucial. Chen proposes closer collaboration between universities, research institutions and enterprises to create training programs and develop talent for the industry’s growth.

Kylin Software, in partnership with the Ministry of Industry and Information Technology, has promoted the operating system training program, including faculty training, “Kylin Workshop” bases, and the publication of books on the Kylin operating system.

Domestic operating systems are increasingly used in various industries. Chen suggests expanding their application beyond office systems to operational and business systems, creating collaborative projects with partners to avoid duplication of efforts.

Kylin has supported secure and stable operations across multiple industries such as finance, energy, transportation and telecommunications. Looking ahead, Chen calls for stronger industry collaboration to achieve the vision of a self-sufficient domestic operating system industry.
